Why are BMW pads dustier then other German Auto Mfgs?

If all pads in Germany require TUV which contains graphite, then why don't
Mercedes or Audi's wheels get as dusty as BMW?
Is it the BMW wheel design?
I'm certainly not comparing the cars, just the reason for dust on BMW's.
