540 value?

A friend of mine in Chicago is looking at a '97 540i, automatic with 65,000
miles.  It's being sold by his boss who is not particularily price
sensitive.  His price is $23,000.  He asked me if it's a good deal but since
I'm in Canada and don't know a lot about 5-series, I couldn't answer him.
It sounded pretty good to me.  Opinions?

Also, what would it cost him to get a set of decent winter wheels and alloys
for this car?
