Exhaust Flap

Both of my E46's had exhaust flaps as you describe.  They partially block the 
muffler output in order to allow the engine to warm up faster.  There was 
also some discussion that they are also activated at certain speeds, but I 
cannot verify this.  I crimped the vacuum tube on one of mine and removed the 
other (when I installed a new Borla cat back system).
