E30: No heat!

And 20 below!!

I usually give the hold girl ('88 iX) lots of time to warm up but this
morning the temp gauge didn't even make it into the blue!  After
driving for a few minutes, I got a little bit of heat but not much.
The car won't warm up and it's idling high when I stop.

Is this a thermostat problem?  A temperature sensor, perhaps?
