I read the section in the Bentley book dealing with this. Unless your
new temp switches are bad (possible but unlikely) the fans should work.
Another possibility is a clogged radiator that prevents the temperature
switches from reading the same high temp as the dashboard gauge. One of
the no-contact IR thermometers would be ideal for checking the radiator
for cold spots.
