The A/C "sword" - does it regulate the compressor?

I know the a/c "sword" regulates the variable fan.  But does it regulate the 
compressor, too?

My variable fan went out (fixed high speed setting still works) and one week 
later it stopped blowing cold.  Are these seperate problems or related 
problems?
