The proper way to match mount wheels and tires is to locate the high spot of
the tire's first harmonic of the radial force variation with the low spot of
the wheel runout. Tires are marked from the factory. Wheels are marked but
also can be measured with simple tools.
Mounting tires to minimize the balance is incorrect from a smooth ride
standpoint.
