Yes, the bushing can be replaced on the car using a "C-Clamp Press". However,
On a 13 year old car, most of the time, the ball-joints are still safe,
but tired. Putting new bushings in one end of the stabilizer arm may only
hasten the wear of the ball-joints.
I often spend hours saving one end of an arm, just to go back in a few
months later and have to replace the entire arm and now the owner is mad at
me for not doing the whole thing last year.
