My '89 318i touring was like this when I bought it. The car
had a remote alarm and I think the whole system had gotten
out of sync, the driver's door wouldn't lock from the
outside. 

Anyway I just played around with the remote alarm and the
driver's door key. After a few minutes all was well. I don't
think this is uncommon. There may be a FAQ on this at
www.bmwe30.net.
