<E28> Fuel Gauge Question Reading Low

My 1987 535is fuel gauge is slowly reading less and less. Until a year ago,
when the tank was full, the gauge would read just over full.  Now even with
a full tank the gauge barely touches the full mark. Also the "+" sign from
the range function of the trip computer does not come on any more.   I have
checked the fuel level sender and it is within limits specified by the
Bentley manual.  Even used the combination on the trip computer to check
liters in the tank.  On a full tank it reads 47L when it should be 65L.
Shorted the tank sending wires and still could not get a full reading. Trip
computer indicated 51L.  Trip computer has not been changed.
Could there be a short from the service interval indicator?  Any comments
would be appreciated.
