<E36> How Does One Clean Headlight Covers ?

I have been trying to clean my head light covers in my '93 318i
but without much luck as it appears the dirt and whatever 
dust has collected is on the inside. I am now left wondering 
how to go about cleaning this covers and if there is a way to 
remove the covers as clean covers do really make a big difference
in how the car looks on overall. Thanks
