Bernie-

   Check the thermotime/temp sensors...  The ECU might not be getting the 
info it needs to fire the cold start injector... Failing this, move on to the 
cold start injector itself (underneath intake manifold - PITA to get at...) 
check the connector for voltage, if yes, try the cold start injector's 
flow...   

(Just some thoughts to get you "started...")
