Your fuel pump is energized by the "start system" for start-up, then a
different "run-system" when the key transitions from start to run positions.
Sounds like your fuel pump relay has failed. Locate it in/near the fuse
box. Using a couple inches of appropriate gauge wire and a couple male
spade clips bypass the relay for a test (or swap the relay with an
identical one that works, i.e. the horn relay on some yr/models). On BMW's
the the relay terminal #30 is HOT 12 Volts, the #87 goes to the appliance
(fuel pump in this case). Bridge these two positions within the relay
socket and give it a try.
This is for start/run test only. The car cannot be driven without the
relay, as the relay shuts off the pump in case of an accident.
Terminals #85 & 86 on the relay are the primary triggering circuit. If
the test worked, but a new/working relay didn't help, look into the primary
circuit.
