	This is not a DIY job. The valance (I assume we are talking about
the front apron) is spot welded to the car. You will want to let a good body
shop handle this. 
	Depending on the degree of damage, the shop might be able to bend it
back into shape for less then the price of a new apron ($250? from
www.bavauto.com). RA replacement apron might also require some bending to
make it fit properly. Expect to pay for a full repaint of the apron
regardless. First the texture paint, then your body color. Figure $500 +/-
$100 for everything.
	Take the car to the shop to get a quote first. If you let them fix
the bend apron, make sure to get a 100% satisfaction guarantee from then in
writing. The front of the inner wheel lining is attached to the apron. If
the attachment point is not perfect, expect rubbing.

	No experience with Goodyear tires hydroplaning. I would guess your
chances of having the shop that installed them backwards pick up the apron
tab is minimal. Unless you are willing to take this to small claims court,
etc.
