<735i> Engine temp over heat

My wife's 1989 735i recently having over heat problem.  We both noticed
that while driving in the city (stop and go) the engine temperature raised
up into the "red zone" once we get onto freeway and driving in the high
speed the temperature drop down to normal. (The air condition and fan is
in the OFF)  The coolent is in the normal level.  If someone can help
