Daniel,
Could the pulleys themselves be worn? If the belt is running too far 
down in the Vee of the pulley it will contact the bottom of the Vee 
and no matter how tight you get the belt it will still slip under load 
resulting in squealing. This is because the pressure is going onto 
to a very small area of the belt rather down each side as it is 
designed to do. You  should be able to see if the belt is running in 
the bottom of the pulley Vee by the polished area on the inside of 
the Vee. If it extends to the very boettom I would suspect it's the 
pulley causing the probelm.
