I have had some luck CAREfully holding a bar of soap against the inside
of the belts for a second or two. Ski wax works also. Temporary, but it
works.
I go along with the "glazed" idea, but maybe with residue on the pulleys
such that new belts won't cure it. I haven't yet resorted to cleaning
the pulleys, but I think I just might try it.
Don't waste your cash on the aerosol belt crap at the auto parts store,
doesn't seem to help for more than a day, and mucks up the engine bay.
