My friend had a similar problem on his Golf GTi and it turned out to need a
new switch, one of the tracks had broken IIRC.  I've got a similar problem
on my M3, but only speed 3 doesn't work so I've not gotten round to
investigating yet :)

Hi folks.  Any obvious answers to why the heater fan only works on the high
speed setting?  Last time this happened, simply running the fan switch
briskly thru the low to hi settings several times seemed to fix the ..at
least temporarily.  I chalked it up to dirty contacts.  This trick doesn't
work now.
