winter tires gliding on dry surface?

i just purchased and installed 4 new Blizzac 195/65 14 winter MZ02
Snow/Ice for my '90 325 ic. On dry surface, the car feels as if its
gliding or
swimming, or even floating sort of , across the road.....it's a weird
sensation, like the tires aren't gripping as well as the Pirelli
all-season i replaced them with. i also put about 150-200lbs of sandbags

over rear wheels for added traction.  but the car isn't steering very
well and lacks that sweet spot bmw-style-handling. is this all normal??
What's up?
anyone know? i am despondent. i want my steering groove back. thanks.
