In addition to Brian's response, a reason that driving on parking lights
(and fog lights, I believe) was made illegal in California is that people=
use light brightness as a gauge of distance to an approaching vehicle -
especially in twilight. People driving on parking lights were finding
themselves in too many accidents - especially the type that result from
left turns across traffic. Since said people also involved others in sai=
d
accidents, the state stepped in.
I suspect your particular problem has a bit to do with the breadth of the=
law.

states don't allow the use of "Cruisin Lights".
