If Water Wetter reduces the thickness of the boundary layer, then the heat
transfer is more efficient. The boundary layer could be thought of as the
thickness of the water where the speed of the coolant going by the metal
goes from zero right at the water-metal interface, to the full speed in the
water jacket. That would explain how it could work. Sounds like even Ivory
soap (liquid) would even work. But then again, I could be wrong.
