It may be unethical to charge your card days before shipping but most of
the vendors I have dealt with charges for all the parts and only ship
what is in stock. This happens even when I ask specifically if they
have the items in stock. Usually the answer is yes but when I get the
shipment there's always something backordered. I have waited over 2
months for some backordered parts that were already charged and paid
for. Most of the time the vendor doesn't even call to let you know if
something is in backorder. This can be a pain if you already put the
car up on stands.
Any suggestions?

by state decision, many states have a time limit between the time you
charge and the time you must ship. This is a logistic concession. You
may have the part in a another part of the country, or the time between
taking the order and processing may be a few days, so you can charge and
ship within a given period (in CA I thinks it's something like 72 hours.
I've seen other state that gave you up to 10 business days. Go figure).
For the most part it's an ethical call.
