E-36 Starting Problem

My 94 325IS with Jim C chip is starting to worry me. When I start the car, especially when it is cold,
it instantly revs up to 2500-3500 rpms. It then quickly drops back to standard idle rpms. I don't know
exactly when this started to happen but the high revs prior to getting oil pressure worry me.
Everything else about the engine and starting seems normal.
Is there some adjustment I can make to keep the initial revs down?
