Yes, on the E36 the HVAC panel is supposed to light up.  I had the same
problem with my car, and it's an easy fix.  Remove the knobs and faceplate
(knobs pull off and faceplate has 2 screws and then pries off), and you'll
see the lightbulb.  It just pulls straight out with a little wiggling, and
a needlenose pliers will help.  One lamp illuminates the whole panel.  Go
to the BMW dealer and get a lightbulb, or do what I did and steal one from
the backseat ashtray light until you're at the dealer for something else.
The bulb costs about $1.

Sorry, can't help regarding the heated seats, my steed lacks them.
