not always, but in some instances the factory specs are produced on a bare
engine under as close to ideal conditions as possible. ie, no trans,
accessory components, etc. this way the rating is just about as high as
possible, i would guess for marketing reasons. i don't know which companies
do this but i know that some do. some probably do it with all components,
some without any, and some in between.
