Dan,

There is a liability issue...  and you can upset people 
I beleive private property or not you can get in trouble for reckless or 
careless offensies. I reccomend getting in contact with your local Car 
Clubs SCCA, BMWCCA, etc. etc. there is allways an autocross on almost 
every sunday around here.  The clubs are required to carry insurance for 
these events and it is fully LEGAL.  the competition will increase your 
learning curve much more then praticing by yourself. and you will not 
get in any trouble..
