for a few hundred $ maybe,

 I could imagine a system with microswitches on the transmission
or in the shifter mechanism to detect which gear has been selected.

You push the clutch in, change gears from 5th to 2nd, or 4th to 1st whatever,

then very quickly some Logic decides that the vehicle speed is waaay
too high for that gear, (beyond redline)..causing a solenoid to snap
up mechanically latching and blocking the return of the clutch pedal.

Design it such that once a safe gear or neutral has been selected, the
soleniod is de-energized, and that
you have to press down the clutch a bit to delatch the mechanics of the
solenoid.
That way the clutch doesn't come up unexpectedly.
