Just throwing my 2 cents in here, I replaced the pads & rotors together on
my previous 1996 328is back in May after 60,000 miles (and just 28
months!). I was getting prepared for my first drivers school, and the pads
& rotors were original and needed to be replaced.

I believe there's a minimum thickness spec for the rotors, so that should
be a guide. If it's close, you might as well replace them, otherwise the
rotors may need replacing before the new set of pads do, IMSUO (In My
Somewhat Uninformed Opinion :-)).
