<E34> Cooling System

While changing my oil I noticed that my upper radiator hose was hot and my
lower radiator hose was cool. I had gone for a short ride, maybe 4 miles,
prior to starting the work on my car.
My car had been plagued with overheating problems this summer and I thought
I had it taken care of when I changed the water pump, radiator, upper
radiator hose, the number 25 fuse (aux. fan), and the poly-V belts on the
car.
The car seems to warm up very quickly and the temperature gauge seems to
hold at just over the half way point during this time of year in Washington,
DC. In the summer is would hold at the same spot but often go right up to
the red in slower traffic.
I suspected something may be wrong when I had to fill the expansion tank
earlier this week (it was almost empty). I also noticed that I have again
blown the #25 fuse. The main fan seems to be working OK.
Could the blown fuse be associated with the lack of coolant flow or are the
probably separate problems? Any ideas? Anything else I should check?
