Wait Time and Snow Tires?

     I recently purchased a 99 323i T.Silver/Black
     
     I have Two Questions for you guys:
     
     1.  My dealer told me my car was built on 10/22, when do guys think    
         that I can expect this car to be in??  I live in Massachusetts,    
         south of Boston
     
     2.  How are these cars in Snow?  Should I consider Snow Tires and if   
         so which one would you guys recommend?  
     
     Any help with these questions would be great
