Arrgh!  Just because you get a passing signal doesn't mean you have to take
it!  If you can't complete the pass before the end of the passing zone, you
are creating a hazardous situation if you initiate the pass.  So you're
parked on their bumper for another lap.  Better that than colliding and
taking out yourself and another.
