It is impossib to "wash" one of these titles and come up with a clean title.
This generally will lower the value of a car by 25% or so depending on the
market. It sounds like you've already been given some BS on this car. It
should be clear what the history of the car is- be it Fed Confiscation rebuilt
wreck, recovered theft or whatever. Some states require any flood car to have
such a title. If it is a freshwater flood, you should be ok. If it is a
saltwater flood I wouldn't touch it for free. A car this new should have a
clear pedigree right back to its certificate of origin (Birth Certificate). It
might be a great deal, but proceed cautiously with due diligence.
