E28 automatic transmission troubles

 my buddy's 1987 E. 28 535isa  4 speed auto is stuck in fail safe mode. 
 It's stuck in third gear;  the amber dash light is on, and the local shop 
says it's the wiring harness.  (Both internal and external).

One shop wants almost 1000 dollars to fix the problem, the dealer wants 
250, and a third shop indicates that is a relatively easy fix.  Has anyone 
never have this problem?  Any thoughts on where to start, and if this is a 
do-it-yourself job?
