The E36 M3 is an awesome car, and it is built heavy (CSL included) for a
reason.
It is a production car with a vast array of folks who are fans.  If the
main purpose
of the car is an awesome commuter car and occasional non-competiitve event,
then just invest in the best helmet/collar and vehicle maintenance.

FI, arm restraints are used in conjunction with a racing harness.  I use
them in SCCA Solo 1
events since I don't want a window net.  (The Solo 1 rules allow the
substitution).
They would be a nice addition, but without a rollbar I can't recommend a
harness.

Driver School changes...

How about not allowing Advanced students (A group) to run without a
rollbar, harness,
arm restraints, fire extinguisher, helmet, collar, nomex gloves/shoes, &
minimum of 3 instructor in car sessions?
I have not met a "A" student who did not need the above safety gear based
upon the speeds
run.  My school experience (9 schools) has been the "problem" students have
mainly been the folks without safety gear.
Requiring the above would go a long way in forcing would be racers out of
driver schools into a racing
series or at least out of BMW's schools.

Any comments?
