<misc>Top Speed Discriminations

Anyone have any info on how BMW decides on what the Top Speed will be when
programming their Top Speed Governors? Years ago, I recall the ceiling
being 155mph. In 1992 318's and 325's had limiters of 128mph. Subsequent
years saw the 318 getting something like 116mph. New 540's get 133 (or
something like that), when its obvious it can do much much more..at least
155. I think E36 M3's had 135mph..or was it 140? Yes, I know these limits
can be removed with an aftermarket chip, but why is BMW so inconsistent in
their own top speeds?

   Thoughts? Comments?
