The "Check Engine" light is driven directly from the ECU. The SI board should
not have any effect on it.

I also am pretty sure a bad ground would not affect the ECU's operation in
general.

I would suspect the ECU is not getting proper power. I think it has a fuse,
check that. Also check the wiring harness to the ECU (it is located above the
glove box, behind a panel you remove).
