I read_way_too much) that some manufacturers are expressing concern about
rear airbags, since they are mounted right where a child, even a belted one, 
might rest their head and go to sleep while riding in the back seat.  I
believe
someone with BMW was quoted as saying this was their reason for making the
rear bags optional.  I'm fairly certain at least one maunfacturer said they
were not
going to offer the rear bags at this time because of the potential danger to
children
in the rear seat.  I'll see if I can locate the article.
