97 M3/4 Good Deal?

I found this 97 M3/4 with 5sp with asking price of $27,500. Is this a 
good deal? How low can I go with an offer?  What I need to be aware of 
mechanically? I will give him/her a call to set up an appointment this 
weekend. I hope the car is still available. Your advice is appreciated.
