you undo it to put oil in
(there is another bolt near the bottom for *draining*.. do not undo that one
until you first can remove the fill plug)
to check the level you remove the bolt and stick your finger in.. the
level should be just below the bolt hole.
leakage at the rear end of the transmission is common.. mine is always wet
there.. *but* the level never drops and it is no big deal
(ie if the level is fine, don't worry about it)
stiff shifting in the morning is because of the oil.
Try some synthetic (like Redline) and things will become *way* better..
better shifting, easier on cold mornings etc.

ps. Synthetic *really* works great when the mornings are -30degrees...
you no longer have to use *both* hands and a friend to shift gears
