I always thought that the pressure measurement indicated the sealing quality of
the cylinder. If the pressure reading is greater than 14.7 psi times the
compression ratio, the tested cylinder was in good condition. A lower reading
meant that some combination of rings, valve seals, and head gasket interfaces
wasn't up to the job.
