E36: REVERSE LIGHTS BOTH NOT WORKING - what gives???

Most likely a bad switch. Had mine replaced not too long ago under warranty.

Part number 23-14-1-221-706 for my 1996 328is (you didn't mention
year/model of your car).

Debug procedure noted on repair order was similar to what you've done:
Checked fuse - OK
Checked for power at lights - OK
Checked for power at switch - OK
Jumped (across) switch - lights came on
replaced switch
