Static Shocks

Every time I get out of the car, I get a big static shock as soon as I =
touch the door after standing on the ground.

I seem to remember that it is possible to get tyre bays to put some kind =
of powder inside the tyres to stop them generating huge potentials when =
they are rolling.

Does anybody know anything about this powder?

Also, do drive belts etc. generate static electricity?
