Aux Fan Function & Glass Polish

Can someone tell me whether the aux fan in front of the radiator is ever 
supposed to run after the car is turned off as I've heard other 
manufacturer's vehicles do?  Also, my windshield has developed a cancer of 
small pock marks, scratches, and general imperfections.  Is there a polish or 
other preparation anyone has had success with in eliminating the described or 
is windshield replacement the only remedy.  Thanks in advance for any advice.
