I had a similar situation with my 96 328is.

Take a look at: http://cbsgi1.bu.edu/bmw/obc.html.  Part of that page
explains how to change the conversion factor on the OBC to make the OBC MPG
match your Actual MPG.  I adjusted mine about 2 months ago, and the Actual
and OBC have been with 0.2 MPG ever since.
