winterizing

Does any other 2002er have this problem?  My car is freezing!  I feel a 
constant breeze and the heat bearly does anything to combat this.  Is 
this normal or the car?  Has anyone eles remedyed this?

Has anyone had experience doing bodywork and rust removal in the winter 
outside in 45~ weather?  Id rather not wait til spring but I have no 
inside place to work.  Will the chemicals i need not work at that 
temperature?
