I would suspect that the roofrack is either a Thule or a Yakima, which is
rebranded to BMW at thier factory in a deal. Take the rack over to your
local roofrack specialist dealer that sells either of those brands and they
should be able to help you out.. The lock cylinders that they use are not
that diverse, and usually they will have a key that can open it. I think
they (Yakima) only has about 10 variations on key codes) Even if its not
Yakima, or Thule, it should be one of the higher end brands, and the
roofrack dealer will know by appearance what brand it is.
