So does anyone know of anyone in North America successfully building one?
They're pretty tempting at the price.

Jeffrey Davison in Atlanta GA had a Stratos-in-progress last year. 
Began by building a turbocharged Fiat motor, migrated to Alfa 164 V6, but
then found a used Ferrari motor (all three are recommended by Hawk for
fitment).  As I recall, his car at that time was pretty complete with the
exception of the power plant.  I don't have his current e-mail address.
