[alfa] What is this box in my GTV?

I recently discovered a "mystery" box in the passenger footwell of my
2000GTV.  It was tucked between the carpet and the firewall, but was
originally mounted on the kick panel using double-sided tape.  It appears to
be wired into the car's electrical system, but doesn't to do anything when I
turn the dials or move the switch.  It has no labeling on it at all, other
than the numbers on the dials.
