Charles,

I would go with a digital VOM (volt ohmmeter)  because it eliminates the
vagaries of reading and interpolating between marks on a gauge and because
you often need the precision of the digital readout.  The digital unit reads
volts, resistance, and amps as well as tests diodes and continuity.
Actually, I have both the mechanical and digital units and each was
relatively inexpensive - the digital from Radio Shack for under $20 and the
mechanical from Home Depot.  I am sure RS has both but they tend to be a
little pricier than others.
