There was an article on this in Car & Driver not too long ago.  In short: 
put it down your drain.

A lot of collection agencies don't know what to do with what they're not 
told specifically what to do with.  As a result, collection agencies tell 
people to give it to oil handlers, try to let it evaporate (yeah right), 
etc, all rather than doing the right & easy thing.

And for what it's worth, here in Madison WI where they're extremely 
environmental, antifreeze is listed under the "what to put in your household 
drain" in the yearly Recyclopedia (I just double-checked)
